From February 18th, 2013, all providers of information/communication services may not collect or use the resident registration numbers of users, from or on websites or smartphone applications, according to the revisions in Article 23-2 of the Act on the Promotion and Protection of Information and Communications Network (hereinafter the Information Communication Network Act).
Therefore, please refer to the following for future App registration, as the Samsung Apps Seller Office will be taking the following measures.
1) Following Korea Communications Commission recommendations, registration can be restricted if you try to register an App which uses resident registration numbers as an authentication method. 2) Provision of service may be suspended for applications which use resident registration numbers as an authentication method. (Status will be monitored by the Korea Communications Commission until the end of March, 2013.)

■ Relevant clauses Article 23-2 (Restrictions on the use of resident registration numbers), Act on the Promotion and Protection of Information and Communications Networks ① Any and all service providers of information communications may not collect or use the resident registration numbers of its users unless any of the following exceptions apply. 1. Designated as authentication organization for identification according to Article 23-3 2. If any other relevant law specifically allows the collection or use of the resident registration number of users 3. If the collection or use of resident registration numbers is unavoidable for the business purpose of the service provider, and the Korea Communications Commission has granted the right by official notification ② Even if a service provider is allowed to collect or use the resident registration numbers of its users according to the conditions of ①-2 or ①-3 above, the service provider must provide an alternative way of personal authentication (hereinafter "alternative method") without using users' resident registration numbers. ※ If a service provider violates the regulations above by collecting or using resident registration numbers, the violator will be subject to a fine of upto 30,000,000 won.(Section 1-2, Article 76, Act on the Promotion of Information and Communications Network)
